Hospital in Dobrota lacks 50 beds and 300.000 EUR

Director of Special Hospital for Psychiatry in Kotor Dragan Cabarkapa said for Dan daily that they lack 50 beds for the so-called court patients and that the Fund for Health Insurance decreased their budget for 300.000 EUR, which they need for normal functioning in 2017.

He said that the lack of hospital beds leads to major issues during hospitalization, with constant safety risk. Cabarkapa said that the department for addicts has 21 bed, and that 7 addicts are on the wait lists. He believes that the expenses for court cases must be paid by the courts that send them to Dobrota.

“Since we do not have a court hospital in Montenegro, all the so-called court patients are in our hospital. We have 21 bed in that department, and over 70 court cases. According to the Law on Health Insurance, they are not insured by the Fund. We do not have conditions to accept women addicts. Special problem is the weariness of the facility and its maintenance, as well as security and heating system”, Cabarkapa said.

He said that the long-term problem of the hospital are chronic patients that have nowhere to go, and they have over 100 of them.

“We spoke about this matter with Ministry of Labour and Social Welfare, but nothing got resolved. We have also refugees, foreigners, uninsured and socially endangered individuals. All this endangers material status of the institution, acute patients and over 150 employees”, he said.

He said that the lack of money from the budget in December 16th they have managed through the re-balance of the budget.

“I spoke with Sead Cirgic from the Fund about these issues, and I am expecting a conversation with the Minister of Health Kenan Hrapovic. Our hospital, in contrary to the modern methods, is still facing pressure to increase the number of hospitalized patients”, Cabarkapa said.

He said that the hospital has the capacity for 241 patients, but that on principle they have 40 more.

“Compared to other institutions in Montenegro that work with hospital treatments for psychiatric patients, this institutions is specific because it is the only one that has forced hospitalizations. Most forensic patients in Montenegro are with us and we are the only ones that have departments for chronic treatments. Only our institution has hospital treatment for alcohol and drug addicts”, Cabarkapa said.
